Methodology of innovative regional competitiveness
Abstract
Within recent years the effectiveness of the innovation system in Ukraine has dropped to a critical level. Since independence began several dozen strategic directions of development of innovative sector. The government innovation system has not been seen as a key in a market economy, resulting in unbalanced innovation policy. The article examines different methodologies for assessment of innovative competitiveness of the regions analyzed existing common practices of evaluation of innovative potential of countries and regions. State regional policy aimed at improving the competitiveness of the region contains the use of integrated assessments innovative potential of the region. Moreover, the main components in evaluating the innovation potential of the region are determined production conditions for innovation, human resources and investments of state and local business in innovative development. In he article it is emphasized the uncertainty of estimates of innovation competitiveness process; it is stressed that there is a need of development of special methodology for assessing innovative regional competitiveness based on existing methodologies and effectively implemented.
