This paper aims to discuss the children and youth literature, Brazilian reading public policies and their relations with readers’ formation. Firstly, approaches, the concepts of reading, from the concepts of beginning literacy and literacy, and some data on reading in Brazil, based on INAF 2009 and PISA 2009. Reading at school environment and the role of children and youth literature in the formation of new readers are also subjects addressed here. Furthermore, raises information on public policies and programs which aim to encourage reading in Brazil in the last few years. Lastly, we go further on Programa Nacional Biblioteca da Escola [School Library National Program] (PNBE) and some reviews on the program.
