The acceleration of urbanization has made the contradiction between urban expansion and ecological environment increasingly prominent. Urban development boundaries have become a technical and political tool for many countries to successfully control urban expansion and achieve smart growth. It is of great significance for curbing urban expansion and optimizing urban spatial layout. After completing the research content, little attention has been paid to the issue of the development boundary of arid cities in the northwest. Therefore, based on the perspective of ecological conditions, using Jiayuguan City as the research object, this study analyzes the urban expansion and change law of the city from 2022 to 2022. Moreover, this study uses urban development evaluation indicators and meta cellular automata models to simulate and delineate its urban development boundary, to provide a basis for land use and urban management in Jiayuguan City. The research results indicated that from 2002 to 2012, the average annual growth rate of urban land area in Jiayuguan City was about 2.10 square kilometers per year, with an expansion intensity of 0.18. Between 2012 and 2022, the expansion intensity increased to 0.23. Besides, under the ecological condition strategy, the urban development boundary of the city had a high degree of consistency with the planning results. The scale of the elastic urban development boundary reached 106.67 square kilometers and 148.68 square kilometers in 2027 and 2033, effectively leaving a safe distance for ecological sensitive protection areas. This research result provides a reference for the technical methods of urban boundary delineation research in China.
