Distance learning of local government officials on issues of power decentralization and local government development

The article proves the need for highly qualified managerial personnel in the sphere of public administration and local government. It is noted that the level of satisfaction of this need of the regions is not sufficient at this time, the lack of qualified specialists in the sphere of local government is especially sharp in the districts. That aggravates local staff problems and causes the necessity of increasing the number of local government officials, but that in the current difficult socio-political and economic conditions in Ukraine is not appropriate. The principles of training and in-service training for local government officials, able to work efficiently for the benefit of the state and its territories, particularly from the point of decentralization of power view, are described. The issues of institutional, qualitative, personnel and financial support for such training are considered. The experience of Dnipropetrovsk regional institute of public administration of National academy for public administration under the President of Ukraine on distance learning of public servants from the point of view of power decentralization and local government development in Ukraine is explained.
