This article looks at the Government of Quebec's International Climate Cooperation Program (“PCCI” in French) as a new paradiplomatic instrument and analyzes the scope and variety of paradiplomatic strategies that a federated state, such as the Province of Quebec, has to overcome the challenges of international climate governance. The authors first take stock of the evolution of Quebec's climate paradiplomacy by looking at its international actions and commitments on climate since the 1990s. Then, they draw a portrait of PCCI, its implementation and the scope of its projects. Finally, they initiate a broader reflection on its contribution to global climate governance.
