THE EXTRAORDINARY GOVERNING BODIES OF THE KABARDINO-BALKAR ASSR AT THE INITIAL STAGE OF THE GREAT PATRIOTIC WAR
Abstract
The purpose. In the article activity of extraordinary extra constitutional governing bodies in the Kabardino-Balkar Autonomous Soviet Socialist Republic at the initial stage of the Great Patriotic War is investigated. A main objective of work is consideration of two their main activities: creation of the special commissions on the basis of the functioning authorities and formation of the Nalchik committee of defense – local structure of Civil committee of defense of the USSR. Methods. The methodological principles of article are based on the principles and methods of historical researches. In a research the principles of scientific character were applied, historicism, systemacities, objectivity, etc. Besides, were used problem and chronological, historical and comparative, retrospective, institutional methods. Article is prepared on the basis of materials of the Center of documentation of the contemporary history of Kabardino-Balkar Republic (ф. 1 “Kabardino-Balkarian regional committee of the All-Union Communist Party (bolsheviks), Nalchik”). Results. In work the periodization of history of activity of public authorities is given in Kabardino-Balkaria in days of the Great Patriotic War, the general characteristic of the constitutional bodies is given, transformation of power structures at the initial stage of war is characterized, mechanisms of establishment and functioning of extraordinary extra constitutional bodies (the special commissions and the Nalchik committee of defense) are considered. During the research the conclusion is drawn that at this stage of war in regions there was the whole system of the militarized, centralized authorities and also the system of the extraordinary extra constitutional bodies with special powers functioning on an extraordinary (temporary) standard and legal basis. Scope of results. Results of the real research can be used in educational process and the research activity concerning questions of studying of history of administrative agencies and their transformation during the transition historical periods (including wars).
