The Committee of General Service Staff Training (GSST) had a great influence on archivists' training and institution establishing, from government relocation to Archives Act enactment. Especially, "General Service Rules" and "General Service Guideline" have been the standard of operation in all organs of the country when the Executive Yuan Secretariat took charge of the records and archives management business of Taiwan. This article is aimed to explore the context of archivists' training and institution establishing after the relocation of the ROC central government to Taiwan, and to analyze the content and formulation process of GSST, "General Service Rules" and "General Service Guideline" through historical research in order to understand the decision of archives management and archivist training in Taiwan during the 1950s.
