The article discusses the pattern of capitalist development in the Brazilian economy during the two Lula governments. It presents an analysis about the block in power, the productive structure, the external insertion and the macroeconomic dynamic. It concludes that, despite inflexions incurred in economic policy, there was no disruption to the peripheral liberal model, established in the 1990s. This is evidenced by the permanence of structural external vulnerability and of macroeconomic instability.
