EXPERIENCE OF STATE-PRIVATE INTERACTION IN THE WATER INDUSTRY OF THE USA: PROSPECTS FOR APPLICATION IN RECLAMATION PARKS IN THE RUSSIAN FEDERATION

Purpose: to study the experience of organizing the work of water management organizations, including the Bureau of Reclamation Department of the Interior (BM) and the Irrigation Districts (ID), on the basis of which the possibility of its application for public-private partnership in water industry and the operation of reclamation parks under modern conditions of the Russian Federation has been analyzed. Materials and methods: to draw conclusions and decisions, such methods as comparative and system analysis, situational approach were used. Results: the most important aspects of the creation and modern activities of BM are noted; the organizational chart of BM is presented; the procedure for creating federal projects for water supply and the laws that have a significant impact on the development of land reclamation in the United States is considered; it has been found that IDs are structures whose functions are most similar to those of the FSBI “Land Reclamation and Agricultural Water Supply Management”; the basic scheme of ID management, in which the participation of end users of irrigation water is implemented in decision-making through the board of directors is considered; the explanations for the concept “the right to water” used in the USA for the three main types of final recipients of subsidized water for BM projects: a qualified recipient, a limited recipient, and a recipient according to the “previous law” are given; principal options for implementing the concept of creating a reclamation park when adapting the experience of US water management organizations to Russian conditions are proposed. Conclusions. The experience of developing the reclamation industry in the USA has proved that the implementation of complex integrated projects is most effectively carried out with state participation. Even today, most US hydraulic structures remain the property of the federal government, while another significant part is owned by state governments. ID work experience in the USA can be used in the reclamation park activities.
