PROGRAMAS DE TRANSFERÊNCIA DE RENDA CONDICIONADA NA AMÉRICA LATINA: enfrentamento à pobreza?
Abstract
Resulting text of research on the Conditional Income Transfer Programs (PTRC) in implementation in Latin American: Bolsa Família (BF) of Brasil; Universal Child Allowance (AUH) of Argentina and New Family Allowance Scheme (AFAM-PE) of Uruguai. Analyzes the transformations experienced on capitalism and its expressions in this part of the american continent, seeking to identify the determinants the emergency of PTRCs as a privileged strategy of confrontation against poverty in the context of social protection of the region. It reflects on the main hubs that qualify these programs: poor family as a unit of attention; requirement of conditionalities; and territorialization of attendance. It concludes that these programs are lenitive to the poors, but necessary to maintain the capitalist order, therefore, with no commitment to reverse structural poverty.
