The fundamental right to culture provided in the 1988 Federal Constitution needs to be done by public policies. The most important practice is provided for in Law 8,313 / 91, the Rouanet law that encourages the various forms of cultural expression Brazil , using the income tax installments due from individuals and companies and the National Culture Fund ( FNC ) . Analyzes its application , the role of the state and the private sector the allocation of investments.
