If on one hand the ageing population is considered as one of the main social achievements worldwide, on the other side, brings great challenges to current society. These challenges are related to the increasing vulnerability due the ageing process and the lack of preparation of societies to face it. The research presented in this paper aims to analyze the relationship between access to income and social vulnerability of elderly people living in rural areas of the municipalities of Camaquã e Canguçu – RS. This is a study of multiple cases (multicase), qualitative, and the tools and techniques to gather information were: document search of sectorial public policies; interviews with managers and service providers and focus groups with elderly. The results indicate the increasing ageing population, especially in rural areas of both cities analyzed. It was found that rural old age express the incongruities of implementation of public policies referenced in treaties and national and international policies. It was observed characteristics and limitations in the rural, expressed and differentiated among the family farming areas, rural settlements and farms, and the latter two being at more vulnerable with regard to access to income when compared to the first. We concluded that the well-being of people, more specifically of the rural elderly, not just concern about their conditions, but the "situations" under which they are, and with whom we have to take responsibility and commitment as citizens.
