Today’s situation in society is characterized by change of requirements to the graduate of the higher school that attracts transformation of the purposes and tasks of the higher school. The professional standard of the teacher competences – focused according to which, the graduate of pedagogical higher education institution has to have the complete, created certain professional competences which will allow him to be successful in the pedagogical detail. Purpose. Article is devoted, a subject, relevant in the conditions of a modern educational paradigm, justification of need of creation of the complete system concept of formation of mathematical competence of future teacher initial classes. Method or methodology of carrying out work. In a basis of a research of system of formation of mathematical competence of future elementary school teachers fundamental provisions of domestic system of higher education, S.I. Arkhangelsky, P.L. Galperin, O.S. Grebenyuk, V.V. Davydov, A.N. Leontyev, V.A. Slastenin, M.Yu. Rozhkov’s works other are put. Theories of system approach in education (V.G. Budanov, V.V. Guzeev, E.N. Gusinsky, F.F. Korolev, G.P. Schedrovitsky, etc. Theory of activity (A.L. Alekseev, A.G. Asmolov, L.S. Vygotsky, A.N. Leontyev, A.V. Petrovsky, S.L. Rubenstein, D.B. Elkonin I.S. Yakimanskaya, etc.) Based on the theory of competence-based approach in vocational training (I.A. Zimnyaya, N.V Kuzmina, G.M. Kodzhaspirova, I.A. Kolesnikova, J. Raven, N. Chomsky, V. Hutmakher, A.V. Hutorskoy, etc.), we have developed a reasonable multi-stage way of educational activity of students in development of knowledge by them ability and skills of mathematical competence, Results. Results of work are that the author proves need of creation of the concept of formation of mathematical competence of students of pedagogical higher education institutions, future elementary school teachers. Scope of results. Results of a research can be applied in educational process of pedagogical higher education institutions.
