Between 1939 and 1942, both french and Mexican governments maintened diplomatical relations almost only to organise food distribution and repatriation of spanish civil war refugees to Mexico from those who where in France. This relationship was a two-phases disposal. First, in 199, three collective expeditions were organized. Then a french-mexican accord was signed in 1940. Its initial targets and final effects were clearely differnet. This second phase ended in 1942 when Mexico broke off its diplomatic relations with french government. Mexican legation in France wound up this way the help that France gave to spanish refugees till ending of spanish civil war.
