Prospects for the development of science, technology and innovation in the PRC

The article considers the experience of innovative development of China, which is based on the creation and implementation for 40 years of the state scientific and technical policy, including a long – term and medium-term program for the development of science and technology, programs to improve the quality of science and training of scientific and technical personnel as well as increasing the financing of spending on the development of science and technology by 2020 to 2.2 % of GDP, and by 2030 – to 3 % of GDP, which will mean the exit of China by 2030 on this indicator to the 1st place in the world. It is noted that the implementation of the programs is based on the priority development of the national fundamental science using the world experience in this field and relying on the mechanism of state-private partnership. The main provisions of the Roadmap for China's scientific and technological development until 2050 are analyzed: 1) reliance on internal forces and effective integration of global innovative resources in accordance with openness to the outside world; 2) the union of talented people and their involvement in innovation, in accordance with the installation – everything is for a person; 3) a combination of the main role of the market and government macro-regulation based on Chinese realities; 4) the division of labor and cooperation between the main participants of the national innovation system along with the deepening of reforms; 5) the promotion of scientific and technological innovation through innovation management along with integrated planning. The issues of the phased creation in China until 2050 of a comprehensive system of research and development of the oceans and outer space are considered. The tasks of the phased creation in China by 2030 of a system of state and public security, covering the spatial dimension of space, the ocean, biology and information networks are highlighted.
