System of public administration bodies of environmental protection in Ukraine and possibility of its adaptation to european requirements
Abstract
Analyzed the system of system of public administration bodies of environmental protection in Ukraine, special attention is paid to lighting problems the Ministry of Ecology and Natural Resources of Ukraine, given the powers of other government bodies to regulate relations in environmental protection. Based on the analysis assesses carried out in recent years, public administration reform in terms of optimization of the system of central executive bodies. Highlights the key principles of European environmental management system, based on which the comparison and evaluated the possibility of reducing the national system of state environmental management with European requirements. The authors identify the criteria, that hindering the identification of national and European environmental management systems. Considerable space is devoted to decentralization and devolution of power to local authorities.
