Digitalisation requires transformation in all areas of life. Whereas once clerks were almost lost in a pile of files, today a well-prepared clerk needs to know and master the ins and outs of electronic administration. The world is changing in the public sector, and the COVID epidemic has accelerated this process. The set of competences and skills needed to do the job properly is increasingly shifting towards the digital, and more and more EU Member States are articulating them in a systemic way. The development of a digital competence framework is particularly important in the digital decade, as clear and unambiguous requirements are needed to achieve the EU target of 100% eGovernment. It is worth looking at how the countries at the forefront of this have formulated their competence requirements along these lines and what guidance is provided by major international organisations.
