Background to development of bioeconomy in Ukraine: institutional aspects
Abstract
Integration of Ukraine into global economy considering limited traditional resources needs a new vision of development and implementation of organizational and economic basis of development of the national economy in general. Today this problem is urgent because the development of the bioeconomy connected with improvement of competitiveness as industry and agriculture. It was defined that bioeconomy sectors in Ukraine have the great potential of development and profit formimg. Further development of the bioeconomy in Ukraine potentially may become one of the preconditions of successful integration of the country into global and European space. For the investigation we used methods of general scientific cognition. European and Ukrainian possibilities of the bioeconomy development were studied by the method of comparison. By the deduction method there were studied programs and initiatives of the European Commission concerning supporting development of concrete sectors of the bioeconomy and biotechnologies. By the synthesis method there were defined restraining factors of the bioeconomy development in Ukraine and by concretization method it was analyzed legislation base in the sphere of bioeconomy in Ukraine. The program of the European Union «Horizon 2020» with the budget more than 70 bln euro defines the bioeconomy development with the aim of rational use of the natural resources, adaptation to climate changes, providing and supporting food security, activisation of economic growth and improvement of competitiveness level of a country. It was defined that for the perspective development of the bioeconomy in Ukraine it is required to solve these problems: training specialists in the sphere of the bioeconomy; lack of financial resources in the sphere of biotechnologies; weak development of integration between education, science and business; disinterest of the local bodies in development of the bioeconomy sectors; absence of elements of bioeconomy infrastructure; imperfection of mechanisms of commercialization of scientific results and governance by intellectual property; regulation and supporting the bioeconomy development on the national level.
