Empowerment Evaluation: Application to Enhance the Assessment for Learning to be the Professional Teachers in The 21st Century

This paper aims to present a guideline on how to apply the empowerment evaluation concept in enhancing the teachers competency assessment using the three steps approach of Fetterman (2001, cited in Rattakunchai, 2010). Step 1 establishing mission or vision statement, step 2 taking stock and step, 3 planning for the future. This is a concept that educators have accepted and used to develop the potential of personnel to be able to plan for action and self-assessment. This concept is for continually improvement and development work. It can be called an assessment that has repercussions over time when teachers are evaluation capacity, an older limited assessment system will be replaced by 21st century learning assessment processes that aim to assess core subject knowledge, characteristics, and skills of the 21st century. The assessment emphasize on authentic assessment methods, using a variety of tools and giving feedback. It is provided to reflect the learner’s ability, weaknesses, strengths, and teacher’s teaching efficiency. Hence, we can use the results increasing the quality of education project further
