Le tendenze dell'occupazione: un confronto internazionale. (Employment trends: an international comparison)
Abstract
L'interesse per le previsioni di tendenza di occupazione è cresciuto significativamente negli ultimi anni, in particolare quelli relativi al lungo termine . Ciò che sorprende è la grande differenze nelle tendenze che emergono da paese a paese , anche dalle stime delle organizzazioni internazionali che mettono a confronto le esperienze dei vari paesi . Non è chiaro se le ragioni di tali differenze si trovanonegli effetti dei fenomeni generali che caratterizzano l' esperienza di tutti i paesi , come ad esempio il progresso tecnico , o fenomeni piuttosto specifici propri di ogni paese differente . Ciò che sembra chiaro, tuttavia , è la natura estrapolativa delle previsioni . La presente nota analizza il difficile compito di individuare le determinanti storiche dell'evoluzione del rapporto di lavoro nel lungo periodo , al fine di comprendere meglio il modo in cui le previsioni sono concepiti oggi . Interest in employment trend forecasts has grown significantly in recent years, especially those related to the long term. What is surprising is the large differences in trends that emerge from country to country, even from estimates by international organisations that compare the experiences of various countries. It is unclear if the reasons for such differences lie in differing effects of general phenomena that characterise the experience of all countries, such as technical progress, or rather specific phenomena peculiar to each country. What seems clear, however, is the extrapolative nature of the forecasts. The present note looks at the difficult task of identifying the historical determinants of the evolution of employment in the long run, in order to better understand the way in which forecasts are devised today.
