To address the decline in network communication rates and localization accuracy caused by personnel mobility and obstacle-induced obstructions, a dynamic emergency network deployment based on unmanned aerial vehicles (UAV) was investigated. An accompanying quality indicator (AQI) coupling the utilities of communication and localization was designed, and a non-line-of-sight (NLoS) avoidance-virtual force (NA-VF) algorithm for integrated localization and communication network was proposed. Specifically, a virtual attractive force modeling method based on the gradient directions of communication and localization demands was designed, enabling dynamic UAV position adjustments driven by weighted communication and localization requirements. Additionally, to mitigate severe fading effects of NLoS links caused by obstacles such as mountains, a virtual attractive force modelling method for NLoS link avoidance was proposed, improving the service quality of the emergency network by eliminating severe fading links. The proposed NA-VF algorithm significantly enhances the utilities of communication and localization and the service coverage rates for users in dynamic scenarios, while supporting sub-second UAV deployment.
