Abstract

Local crediting is an important source for municipalities budget. This allows the community to make more investments and long-term projects. In order to choose the method for financing the capital investments, a local community has to respect three principles: equity, rapidity, and efficiency. A discussion regarding debt policy is incomplete, if is not included in capital investment program. Local communities must find those credits that respond properly for people needs.
