Clean water supply is an essential issue for the community, especially after the earthquake, tsunami and liquefaction disasters hit Palu City Sigi Regency and Donggala Regency (PASIGALA). Three years after the disaster, clean water supply in the area decreases that they have to rely on supply from water tanker. Water can be regarded as a part of the human rights. Therefore, the state should manage the water resources to ensure adequate supply. Article 33 paragraph (3) of the 1945 Constitution states that the right to manage the water resources for the community welfare. This normative research explains the fulfilment of the right to water in Indonesia as stipulated in Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia. This research addresses the challenges in securing clean water access for the PASIGALA community after the disaster related to: 1) how global perspectives and understandings have evolved to acknowledge the significance of water resources and (2) water supply as a fundamental human right.
