To maximize the traffic capacity of a coverage area, heterogeneous networks were introduced in place of homogeneous networks. The scenario of more heterogeneous networks will create more number of handoffs between base stations. In existing scenario, network providers are using 2D vertical handover algorithms to manage handovers in a region. The handover decision from these algorithms was made on the Received Signal Strength (RSS) only. The decision based on the single parameter may give improper handoff and may also increase the number of handoffs. In this paper, we proposed multi parameter based handover algorithm and was tested for equal, mobile and network priorities. We investigated the network performance with respect to number of handovers, average blocking probability and balanced index distribution. From the simulation results we concluded that the network performance was increase with respect to network priority than the equal and mobile priorities.
