In order to address the problem of renewable energy accommodation caused by the integration of large-scale renewable energy power generation into the power system, we proposed a quantitative method for the accommodating capacity of urban renewable energy, and a method to improve the accommodating capacity based on virtual power plants. Firstly, the issue of renewable energy accommodation, and the basic concepts of virtual power plants were introduced. Then, for wind power and photovoltaic power generation, a quantitative analysis of absorption capacity was proposed from the perspective of peak shaving margins. Moreover, the quantitative analysis method of accommodating capacity was developed based on the time of abandonment and the amount of abandonment. Finally, a method of using electric vehicles and flexible loads to improve the absorption capacity of urban renewable energy was proposed and further verified by case studies.
