[Purpose] To analyze the context of the establishment of state basic sanitation companies in Brazil during the period from 1960-1970, from the perspective of the theory of the developmental State. [Methodology/approach/design] he research methodology employed in this study is theoretical-bibliographical, focusing on the analysis of the institution of state business activity in basic sanitation in Brazil during the 1960-1970 period. The study examines the guidelines of the National Plan of Basic Sanitation (Planasa) and their alignment with the principles of the developmentalist theory. [Findings] The findings indicate that the performance of state-owned businesses in the basic sanitation sector in Brazil during the 1960-1970 period was in accordance with the ideas proposed by the developmentalist theory, reflecting its core principles. Within the context of the military dictatorship's exception regime, federal legislation that instituted Planasa demonstrated elements of industrialization, pro-growth interventionism, and nationalism. These measures aimed at direct development of the basic sanitation sector through state companies. Many of the state companies created during this period continue to operate until today, serving a significant portion of the Brazilian population, suggesting the consolidation of the established model in the 1960-1970 era.
