Migration governance in the Rousseff administration: panoramas and the humanitarian visa
Abstract
The article aims to discuss the migration governance during the Dilma Rousseff administration (2011-2016) from the perspective of the country’s migratory scenarios in the period, comprising a brief analysis of the demographic and economic profile of international migration flows towards Brazil. The text also includes the use of thematic cartography to illustrate the specific panorama of Latin American and African flows and is complemented by the study of asylum applications and the granting of refuge to these groups during the period. Finally, it discusses the agenda of the “humanitarian visa” and the new proposed concepts of perspective migrations and Brazilian migratory foreign policy and the identification of the rupture of Brazil’s migration governance in the light of the new political, social and institutional cycle of the country.
