Formalization of the information mechanism of public administration of crime investigation

The article considers the regularities of the formalized development and perceptions of public administration of the forensic knowledge formation for ensuring security in the state and observance of the public order, their reflection in the methodology, structure and the content of general and private theories of criminalistics. The result of this analysis are the separate methodological patterns of state scientific-forensic activity as well as the activities of the crimes solution and investigation. The methodological basis of the work was the dialectical-materialist method of cognition, the formal-logical approach to the construction of scientific knowledge. The system and activity approaches were used in the development of several provisions. The comprehensive study of the development and formation of forensic knowledge on the basis of the new methodological direction made it possible to determine the place of formalization in the system of public administration of the development of forensic science and more substantively reveal its potential in the scientific forensic research. The cognitive approach used in the article contributes to the improvement of the methodology of scientific and forensic research. In particular, the article determines the foundations of the formalization of the information structure of crime investigation, which raise the information tools of scientific activity to a new level by incorporating formal tools and methods into the process of scientific research. The theoretical significance is in interpretation of the structure of crime investigation as a set of interrelated events that allows to present new principles of its modelling. The developed model of the investigation structure constitutes the basis for creating the computer systems for information support of the investigative activities of a new type, performing the functions of storage and access to criminal case files, indictments, references and summaries, the information retrieval in unstructured texts, the analysis and referencing of information, etc., that is, having methodological value for the investigation.
