The Model of Islamic Revolution Governance in the First Phase and Policy-Making Implications of ‘The Second Phase Statement’
Abstract
This essay tries to describe and explain the model of Islamic revolution governance in the first phase and policy-making implications of the second phase statement. To do this, I first have used defamiliarization technique. The most important elements of the first phase ruling model consist in: 1. Understanding the Islamic revolution as one of the great human revolutions that heralds the emergence of a new world. 2. Prioritizing culture and spirituality that signifies the impact of non-material factors on the first phase developments. 3. Pursuing the meaning of abundance [through God’s blessings] and not merely relying on the economic cost-benefit logic. 4. Concentrating on scientific jihad for transiting through the historical backwaters and delineating country’s future. In the next stage, I deal with the statement retrospection. The result of this section, in fact, is some kind of pathology of the first phase. Therefore, the most important policy-making implications of the second phase statement consist in: 1. Unlike the dominant vision, the main goal of the statement is to delineate the nation's duty in the second phase, not just to relating affairs to youths. 2. Although the ultimate goal of technical and engineering science is to access to higher degree of technology and to produce wealth, handling society is not accomplished only through developing technology and creating economic value added. The other aspect of reducing science to technology is separation of the economics from its social and human aspect, and thus, reducing it to a kind of independent, internal computational logic. 3. Any attempt to realize the second phase of revolution requires attention to mechanisms and impact of the previous scientific and economic policy-makings on life style. So, the most important strategy of preparing the ground for New Islamic-Iranian Civilization establishment is trying to generate the economic scientific theory in respect to dimensions of proportional life style.
