Strategic process in local productive arrangements: the challenge of cooperation

The main objective of this study was to analyze how the strategic process occurs in a Local Productive Arrangement (APL) of software development. To this end, we examined the influence of rational and non-rational aspects such as sensemaking, creativity, feeling and experience on the strategies adopted by the main actors of the APL. This is a qualitative research, developed based on interviews and documents, which were analyzed using the technique of thematic categorization. Results showed that the strategies result from the effective action of the actors, under the influence of rational aspects (deliberate strategies) and, mainly, aspects that do not belong to the domain of reason (emerging strategies), which result from sensemaking, feeling, insights, experience and creativity. It is concluded that the APL strategic process is represented by a strategic formation process, assuming a technical and artisanal character. The identified dynamics allowed the identification of a pattern in the process of strategy formation in APL that, despite the plurality of actors, demonstrated the effort to promote an alignment between joint decisions and individual actions.
