L’échec du projet de création d’un cluster à Fès : de la conception d’une ambitieuse plateforme intégrée (P2I) à la réalisation d’une banale zone indistrielle
Abstract
The contracting in 2009 of the National Pact for Industrial Emergence signals the start of integrated industrial platform projects, considered to be the first clusters to promote Morocco’s Global Trades. The city of Fez hosts such projects with the two mega projects of Fez Shore and Ras El Ma. Studying the making of Ras El Ma’s industrial platform, provides additional elements that allow larger comprehension of the cluster-dynamic in Morocco, and does away with deterministic economic readings and innovative industrial modeling-strategies. Thinking through the genesis of the Ras El Ma project, is an occasion to understand the extent to which historical factors and the “experiential frame” are matrices allowing the actors to compose with uncertainty and complexity; features which, for the past few years, characterize all public action in Morocco.
