The topic of the article is changes in the regulation of foreign direct investment in the Eu- ropean Union over the last decade. Approaches to FDI regulation by the European Commission and national governments of the EU are analysed. It is revealed that after the crisis of 2008–2009 the EU, as well as other countries, slowed down their participation in international capital flows. At the political level, the consequence of this process was the strengthening of investment regula- tion both at the supranational and state levels, which was reflected in the adoption of legislative acts both by the EU and the member states of the integration association. Reactions of the EU coun- tries to the crises of 2008–2009 and 2020–2022 are compared, the factors that influenced anti- crisis measures in the sphere of foreign investments are revealed. The most important sectors of the economy have been identified, foreign investments in which are subject to particularly strict control by national and European authorities. The prospects of the EU countries as a centre of attraction of foreign capital in the context of rivalry with the USA are considered. The influence of the Ukrainian crisis on the movement of international capital to the EU states is assessed.
