Abstract
It is necessary to refl ect on the process of establishing the citizenship of people with disabilities based on the Declaration of Human Rights, considering the characteristics and complexities of the society in which we live.To analyze the objective and subjective aspects of legal discourse is necessary to un-derstand the importance of dialogic relations, considering them as relations of meaning. At this junction between texts and contexts exist intentions and possible interpretations that may be obvious or hidden.
