INVESTMENT POLICY OF UKRAINE: EXPERIENCE OF LEGISLATIVE SUPPLY

In the article was analyzing the current legislation of Ukraine, which aimed at regulating investment policy. Based on the conducted research, distinguished the stages of development of its legislative support and gave the characteristics of each of them. The analysis of the legislative framework aimed at regulating investment relations made it possible to conclude that today the relations under consideration are characterized by a numerical, extensive base of normative material, which sometimes complicates the process of their application. At the same time, investment activity, which involves the investment of significant economic assets in economic activity for a long, usually time, requires investment law not only systemic and non-defective, but also the long-term prospect of investment and economic and legal policy of the state. Thus, the state should formulate, on the above-mentioned law-making experience, a clear, predictable and practically applied and stable investment policy. Therefore, studying the law-making experience in the sphere of investment legislation of Ukraine, the definition of the dominant of the state investment policy at each stage of development of such legislation with the fixation of the effectiveness of legislation at these stages is the analytical basis for the for mation of a modern synthetic system and effective doctrine of development of investment law and legislation. The main form of objectivization of the investment policy of the state is the formation and implementation of State programs of investment development both in the scale of the national economy and in the regional-cluster format. It should be noted that the last stage of the implementation of the State Program for the Development of Investment and Innovation in Ukraine from 02.02.2011 ended in 2015. Since then, no new program has been adopted. Reforming the investment legislation of Ukraine with a view to its modernization and a significant increase in the effectiveness of the impact on the investment sphere of socio-economic relations is appropriate to combine with the process of its codification. Such a task has been repeatedly raised in scientific economic-legal literature, but practical steps have not taken place.
