Division of international responsibility between the EU and its member states in the area of foreign policy, security and defence policy
Abstract

The recent Treaty of Lisbon reflects the ambitions of the European Union to strengthen its position at the international level. In particular in relation to its foreign, security and defence policy, the treaty introduced a number of changes. Yet, in this area in particular the relation between the Union and its Member States remains unclear. This article raises a number of questions that emerge on the basis of the new ambitions of the EU, in particular in relation to the division of international responsibility between the EU and its Member States.
