Institutional logics in the reform of Brazilian federal professional education: historical narrative of the present time (1993-2018)

This study investigates the prevailing institutional logics in the reforms of Brazilian federal professional education over the period from 1993 to 2018. This time frame is justified by the number of reforms in a short period of history and their impact on the structural, organizational and pedagogical aspects of federal professional education. To achieve this, a qualitative historical-hermeneutic research was undertaken. The historical source used for data analysis was the consultation of the legal repertoire of professional education from the period studied, which serves as an interpretative tool of the power conflicts between the sector's institutional agents. The narrative reconstruction shows that institutional changes and continuities depend on the direction taken by the governments in office and their respective political and economic interests, allowing a critical understanding of the dynamics of reforms in a temporal context. The results reveal the institutional logics of the bureaucratic state and market orders, as well as the sociocultural logic known here as Bachelorism vs. Technicalism that runs through them. An epitome of the work is presented at the end, outlining its limits, and indicating future research horizons.
