Abstract
This article draws on three ideal-type models to explore how French cultural clusters (in the popular music industry) have emerged as part of local development strategies built around the creative economy. Elaborated on the basis of a survey, interviews, and observations of eight musical clusters, the models make it possible to dynamically characterize the power dynamics between cluster stakeholders over time. They highlight the tensions between socioeconomic issues and practices within a creative industry on the one hand, and territorial construction strategies based on a creative local development paradigm on the other.
