The article examines the extent to which the leaders and employees of non-profitorganizations (i.e. "interested communities") are represented in the public councilsof regional executive agencies. It is shown that at the level of rank-and-file members representatives of the "third sector" make up a majority in the public councils. However at the level of the leaders they are in a clear minority. Preference is given to the status leaders of the budgetary sector according to the profile of the public council. The article was prepared following the results of monitoring of public councils of the Urals Federal District.
