RURAL GOVERNANCE OF THE MEKONG DELTA IN THE PERIOD OF 1970 - 1975 THROUGH RESEARCH ON "THE LAND TO THE TILLER" PROGRAM
Abstract
The Mekong Delta is a key delta region of Southern Vietnam, the main area of which is a large rural area that is the socio-economic base of the vast majority of the peasantry. During the period 1970 - 1975, the Government of the Republic of Vietnam constantly adjusted the Mekong Delta's management strategy to solve basic economic and social relations problems. Through national archives and other sources, the article focuses on researching the content of "the Land to The Tiller" program implemented by the Government of the Republic of Vietnam with a focus on rural areas in the Mekong Delta. The research results contribute to recreating the overall socio-economic picture in the Mekong Delta under the management and control of the Republic of Vietnam government in the period 1970 - 1975. At the same time, through research on the Farmers Have Land program, the article also reflects the practical values of the rural governance mechanism of the Republic of Vietnam government for this delta region. Based on historical research, lessons have been drawn to contribute to policy planning for rural governance in the contemporary Mekong Delta.
