The political will of the Venezuelan State for justice transformation it found expressed in a joint of laws that include the Constitution of the Bolivarian Republic of Venezuela, the Second Socialist Homeland Plan for Economic and Social Development of Nation 2013-2019 and the organic laws of Popular Power, Communes and Social Movements & Special Jurisdiction of Communal Peace. This investigation it is about to discover the common thread that connects them as an expression of the democratic and social State of law and justice, whose values of participative and leading role democracy, in a society that wants to solve conflicts in a fairly and human way, seeks to break with the concepts of the liberal right, that legitimize a class dominance situation. The new institutional framework must insurge against inequality and exclusion to make emerge the peaceful coexistence of the people.
