Background. Health care is directly related to one of the important areas of the social policy of the state in order to maintain and protect the health of the nation as a symbol of the well-being and potential of the country. The purpose of this work is to analyze the health care system of the 1990s and the problems that arose as a result of the weak social policy of the new Kazakhstan due to limited funding and a deficiency of labor resources. Materials and methods. The study was based on archival and statistical materials that reveal the work of health authorities in the post-Soviet period in the Republic of Kazakhstan. We used basic research methods – historicism, objectivity, consistency, which made it possible to streamline and structure the material, taking into account the problems. To determine the degree of reliability and representativeness of the documentary material, the method of critical analysis of historical sources was used. Results. The health care system is described as the main element of social policy, trying to preserve the health of the population and ensure its functioning in the difficult socio-economic and political conditions of the 1990s; indicators of medical activity were introduced into scientific circulation. Conclusions. The effective functioning of the health care system should fully depend on an adequate social policy through rational financial, personnel and material support. In the 1990s in the context of an increased shortage of financial and human resources, the social policy of Kazakhstan in the field of health care was ineffective due to the objective economic and political problems of the transition period.
