Strategic planning in the regions as an object of joint administration in the Russian Federation and its subjects

Background. The article is devoted to the legal basis of strategic planning at the regional and municipal level. Strategic planning is reflected, which has confidently entered the management practice of government bodies at all levels. However, in the presence of legislative regulations, the system of strategic planning has not yet reached its perfection. There are no mechanisms of interaction between the subjects of the Russian Federation in the case of their implementation of interregional projects. There is no procedure for the participation of state authorities of the subjects of the Russian Federation in the preparation of strategic planning documents on issues of joint jurisdiction of the Russian Federation and the subjects of the Russian Federation. Materials and methods. The methodological basis of this study is the method of materialistic dialectics, as a universal method of cognition of reality, and the resulting private scientific research methods: the study and analysis of literary sources related to the chosen topic, as well as normative material; formal-logical analysis; comparative-legal method; method of historical and legal analysis; method of complex analysis. The theoretical basis of the research consists of works on philosophy, theory of state and law, international, constitutional and other branches of law. A special group consisted of works devoted to the problems of economic development of regions and cities, including social, legal and economic characteristics. The normative basis of the study is formed by the federal, regional, and municipal existing legislative acts of the Russian Federation. Results. The article considers the prerequisites for the adoption of strategic development plans, their “involvement” and implementation in these subjects and municipalities. The shortcomings of such programs are revealed, where the purposes and objectives of the documents formed in this area are often declarative. There is no mechanism for achieving and implementing them. Often, an unattainable goal is initially formulated, and the methods for ensuring it are poorly conceived. Conclusions. Strategic development plans are typical not only for the state and its regions, but also for the municipal level, where there is a certain wariness of the term itself, which aims at the formation of large-scale goals, where many tasks are still “mundane” in nature.
