Current issue of preservation of collections of archives, libraries and museums as cultural institutions under martial law
Abstract
The purpose of the article is to highlight the problematic issues of the preservation of archives, libraries and museums in the conditions of martial law and to emphasize the need to determine effective ways to solve them on the basis of modern information technologies. The methodology involves the use of methods of observation, analysis and synthesis of facts and trends in the development of digitalization opportunities for cultural institutions. The scientific novelty. The modern realities regarding the existing threats to the national historical and cultural heritage are revealed, in particular as part of the world, under martial law, the solution of these problems with the use of information technologies and the impossibility or minimization of risks related to the loss of digital data by archives, libraries and museums. Conclusions. Based on the existing material and personnel support of cultural institutions of Ukraine and the volume of their collections, the physical transfer of original documents to a safe place that can meet the specified conditions for their storage remains unresolved, even if the conditional categorization of these funds is applied. Thanks to the active inclusion in the European archival, library and museum community, humanitarian aid from foreign partners, in particular European ones, new opportunities for saving, above all things, an important component of the world historical and cultural heritage and national heritage preserved in the cultural institutions of Ukraine have been opened, namely: thanks to the received equipment, digitization of the most valuable documents has been significantly strengthened in accordance with the requirements for the quality of master copies created in accordance with international standards, and a modern storage system for these copies has been created, in particular, in the V. I. Vernadskyi National Library of Ukraine, which allows to significantly increase the level of digital data security in the event of a direct threat of damage or destruction of the buildings of cultural institutions or cyber attacks and other threats to information security. Important attention in Ukraine, already on the 18th day of the introduction of martial law, was paid to the use of cloud technologies outside of Ukraine, as an effective means that allows to preserve digital data of legal entities of various forms of ownership, primarily state, with a high guarantee.
