The paper presents the reasons for the low quality of teaching at school, based on the results of the authors researches. Knowing of these reasons, created concept of quality of education and training of specialists, identified principles of personality health preservation were the basis for the establishment of psycho-pedagogical conditions for personal development, personality health preservation and training in educational systems, activization and efficiency of cognitive activity of students: the creation of creative educational environment, the organization of the educational process according to individual styles of cognitive activity of students, their inclinations to the subject, professional activities, principles of health preservation, application of specially designed didactic tools, forms, methods, learning technologies .Their implementation provides the personality development and health preservation and the quality of training of specialists, bachelors, masters in educational process of vocational education that is theoretically proved and confirmed by researches of the author and her graduate students.
