The article proposes a critical analysis of evolutionary production and regulation or «formalization» of neighborhoods with an informal origin in Bogotá, in the period between 1990-2012. The study will focus on the essential components of this process and its overall urban impacts over the medium term, on the one hand and the other, the relationship between the legalization of neighborhoods and the solution to the problem of access to adequate housing for low-income population. Towards this end, we analyze the spatial practices advanced by community agents and the role played by the agents of the informal private sector as well as public officials. In turn, we discuss the practice of legalization and upgrading of informal settlements and the gradual dominance of of public housing.
