NORMATIVE, CONCEPT-RELATED AND FUNCTIONAL BASIS FOR THE TERRITORIAL DEFENSE FORCES CREATION

Abstract

The article presents the conditions necessary for setting up of Territorial Defense Forces. The problem’s description relates to experiences in this field, indicates a normative approach as well as analytical and project stipulating studies dealing with this type of forces, pointing-out its meaning within State Defense System. Additionally relations between the TDF problematic and the research subject have been shown, especially with regard to defense studies such as the art of war, within which the functioning of these forces is incorporated. The final part of the article presents the elements of organizational and functional concepts of TDF potential creation. Synthetic generalization as well as prognostic assessment have been comprised in the summary that also accented on related technical projects (equipment, armament).
