Women as leaders in risk and disaster management contexts for resilient and sustainable reconstruction: Experiences from Chile and Spain

The inclusion of gender in the disaster management literature has brought to light the differences in participation in reconstruction situations. This article offers a qualitative study of the contributions of women leaders in post-disaster management, with a special focus on resilient and sustainable reconstruction. Firstly, international recommendations in relation to disaster management and gender are analysed. Secondly, national risk management frameworks in Chile and Spain are presented. Thirdly, publications and experiences of women's leadership in disaster contexts in both countries are reviewed. Finally, the limitations found to women's leadership in disaster management are exposed. The article concludes by highlighting women's capacity to favour a more resilient and sustainable reconstruction process and providing some lines of work.
