THE METHOD OF FORMATION AND CONTROL OF INTERGATED COUNETERACTION POTENTIAL AGAINST MILITARY THREATS TO PROVIDE A CERTAIN LEVEL OF STATE MILTARY SECURITY

The method of formation and control of integrated counteraction potential against military threats is studied in order to provide a certain level of state military security, which is based on the method of expert intermediate scenarios, enhanced hierarchy analyses method, methods of expert evaluation, brainstorming, Ishikawa Expert Assessment Method and comparison. The methodology involves evaluation of the level and nature of the threat to the state military security, identification of the required neutralization “shift” of this threat, formation a group of security and defense sector entities, mainly non-military, justification of the task for each subject resulting in the effect that would lead to the de-escalation of the detected (predicted) threat to an acceptable level. According to the control method of integrated counteraction potential, which is the basis of the present methodology, tasks regarding the required level of threat de-escalation are assigned to S subject at the organizational level, but the choice of the necessary means and forces, tactics and actions at the executive level is the prerogative of S subject itself. All actions of each subject are subordinated to the main strategy of its achieving a customized neutralization “shift” and timely adjustment of tasks assigned to other entities in case some subjects do not fulfill such a condition. Due to the integrated use of non-military and military forces and resources under unified leadership, the systemic effect of the threat de-escalation and more economical use of resources in the security and defense sector are achieved.
