The Cimitarra River Valley Rural Reserve Zone: An Unfinished Exercise in Citizen Participation and Collective Management of Territory
Abstract
The Cimitarra river valley Rural Reserve Zone (ZRC) was created in order to stabilize the rural economy and set up a participative space for rural territorial ordering. However, four months after its creation, the ZRC was suspended by the National Government. In this context, the article analyzes some of the elements necessary for territorial planning, such as prevailing regulations, actors involved, and natural resources, in order to identify the reasons and issues that have made it impossible to continue the planning and participative territorial management exercise of the ZRC.
