Abstract The Ukraine war is fundamentally changing the situation in Europe. Military spending has been rising again for a long time now and dependence on fossil fuels is becoming obvious. The expected number of refugees will probably far exceed that of the Yugoslavian and Syrian wars. This means that the EU is facing major challenges. At the same time, it has to cope with the geopolitical threat from Russia, the resulting wave of migration and the transformation towards climate-neutral industry.
